Community Parking
Guest Parking Registration
The Orchards uses ParkingPass to manage guest and visitor parking. If you have guests staying overnight or parking in community visitor spaces, they must be registered in advance.
Enforcement hours: 10:00 PM – 6:00 AM
Guest parking registration is required and enforced nightly from 10:00 PM to 6:00 AM. Unregistered vehicles present during these hours are subject to citation or towing.
20-night limit per 90-day rolling period
Each residence is allowed a maximum of 20 guest nights within any 90-day rolling period. Nights are counted per vehicle — registering 2 vehicles on the same night uses 2 of your 20 available nights.
Plan accordingly for extended visits or multiple guests.
3 citations = tow at owner's expense
Any vehicle that receives 3 parking citations within a 90-day rolling period will be towed at the vehicle owner's expense. Citations may be issued for unregistered vehicles, exceeding the nightly limit, or any other parking violation.

Guest parking rules at a glance
- Guest parking registration is enforced nightly from 10:00 PM to 6:00 AM.
- Guest parking spaces are for visitors only — residents may not use them for household vehicles.
- All guest vehicles must be registered through ParkingPass before parking in community visitor spaces.
- Guest parking is limited to short-term stays. Extended stays must be approved in advance by the HOA.
- Commercial vehicles, trailers, boats, and RVs may not be parked in community areas overnight.
- Vehicles parked in fire lanes, blocking garages, or in red zones may be towed immediately without warning.
General community parking rules
- All vehicles must be driven and parked with the flow of traffic at all times.
- Speed limit within the community is 5 MPH. Drive slowly and watch for pedestrians.
- All resident vehicles must be parked in assigned or designated spaces only.
- Garage spaces must be kept clear and available for the parking of at least two vehicles at all times — they may not be used solely for storage.
- No vehicle maintenance, repairs, or fluid changes may be performed in community parking areas.
- Inoperable, unlicensed, or abandoned vehicles will be cited and may be towed.
Important Notice — Board Communication
Handicap Placards & Common Area Parking
The Board has issued a formal notice clarifying that displaying a Handicap Placard does NOT exempt any resident from complying with The Orchards' Parking Rules or garage requirements. This is a common misconception — please read the Board's guidance carefully.
- Garages must be kept clear and available for the parking of at least two vehicles at all times. This requirement applies to all residents regardless of disability status.
- Resident and owner vehicles may not park in Common Area Spaces except within the permitted safelist period (20 days within any 90-day rolling period).
- A Handicap Placard does NOT override these rules. California Vehicle Code sections 22511.5 and 22507 grant special parking privileges on public streets only — not on private HOA property.
- The Board has a duty to enforce Parking Rules consistently and uniformly against all residents, regardless of whether a Handicap Placard is displayed.
- Residents with accessibility needs who require accommodation should contact KPPM management to discuss options.
